The Institute for Democracy organizes seminars in France and abroad on institutional problems, on its own initiative or at the request of local political leaders. They bring together experts and political decision-makers with the aim of improving the democratic character of institutions and facilitating beneficial decision-making in the countries concerned.
To carry out this task, the Institute operates as a network of experts whom it calls upon on an ad hoc basis depending on the countries under consideration and the nature of the subjects dealt with. It has already intervened in some forty countries since its foundation.
Among notable seminars is the one on the assessment of fifteen years of constitutional experience in the countries of Central and Eastern Europe, co-organized in November 2004 with the Venice Commission of the Council of Europe, which brought together some twenty states; or the analysis of the Russian constitution presented at the seminar organized by the United Russia Party in Moscow in December 2006.
Since the beginning of the « Arab Spring », the Institute has been at the disposal of the Maghreb and Middle East states seeking advice, even if it has not always been heard. It advocates the adoption of a « turnkey » model constitution, the effectiveness of which has however been widely demonstrated, which can be summarized in 30 articles, 10 of which set out the rules of democracy in the preamble.
